About the Service Manager role:
The purpose of the Service Manager is to take responsibility for the effective delivery of the Norfolk Home Library Service, working with local libraries to select and provide reading and entertainment materials for people who are unable to access their local library. Based on individual tastes and preferences, books, audiobooks, films and music are delivered directly to customers in their homes. The service provides more than access to books; volunteers offer regular, friendly contact to people whose mobility or social interaction may be limited, helping to reduce isolation and providing an important connection to the wider community.
The role includes the recruitment, training, coordination and support of volunteers, as well as building and maintaining relationships with local libraries and key stakeholders. The Service Manager will ensure the service is delivered in line with Royal Voluntary Service policies, procedures, vision and core values, while supporting the growth of volunteers and customers and achieving agreed performance targets
Location: Home based with regular travel within the Norfolk area.
Hours: 21 hours per week, worked over 3 days (7 hours per day), with flexibility required across Monday to Friday.
What you'll bring as our Service Manager:
What you’ll bring is the ability to coordinate and manage the effective delivery of the Norfolk Home Library Service, working closely with local libraries, volunteers and customers to provide a reliable, person-centred service. You will have strong organisational and people management skills, including recruiting, training, coordinating and supporting volunteers, while building positive relationships with key stakeholders and promoting the service. You will ensure accurate records are maintained, agreed performance targets are achieved and the service is delivered in line with Royal Voluntary Service policies, procedures, vision and core values.
Responsibilities
Volunteer Management
- Lead, recruit, train and support volunteers, providing effective supervision and development.
- Coordinate volunteer activities, rotas and meetings to ensure a positive volunteer experience.
- Manage the service in line with funding agreements, policies and procedures, ensuring KPIs and targets are achieved.
- Monitor budgets, performance and service data, ensuring accurate reporting and effective delivery.
- Build positive relationships with Norfolk libraries, commissioners and key stakeholders.
- Work with the Health and Community Operations Manager to maintain effective contract and service delivery.
- Promote and develop the service to increase awareness and reach more beneficiaries.
- Ensure compliance with Health & Safety, Data Protection and Safeguarding requirements.
Requirements
This is what we're looking for:
Please note to be considered for this position you will need a Full UK driving licence and access to own vehicle with Business use insurance and/or the ability to travel across a defined geographical area.
Knowledge
- GCSE Maths and English grade A-C or Scottish Higher qualification in English.
- A knowledge and/or experience of managing a community centre
- Knowledge of relevant legislation including Safeguarding / Adult and Child Support and Protection, Health & Safety and the Mental Capacity Act
Skills
- Leadership and direct line management responsibilities for staff, including objective setting and monitoring
- Excellent communications ability at all levels
- Ability to act on own initiative within agreed parameters
Experience
- Experience of networking with key stakeholders
- Experience of delivering activities within a group setting
- Experience of managing a budget and allocating resources effectively
