Overview
The Business Unit Health & Safety Manager works within a BU(s) and the OHS Leadership team with specific responsibility for supporting the BU Managing Director and their leadership team in the effective implementation of the company’s occupational health and safety management system and strategy. Please note this role requires 3 day a week travel to various offices and sites within the UK.
They partner with projects, working to ensure they are set up for success from the outset and performance is maintained throughout the project life cycle. Something about engagement with other Departments and teams like Engineering etc They ensure performance data is shared in a meaningful manner to help improve performance and that learning opportunities are captured and shared within the BU and the OHS Leadership team. They ensure the effective investigation of OHS events and hold specific responsibility for, in partnership with the wider BU leadership team, the 1st stage review of all incidents and accidents in the BU. They provide technical support and advice to work winning teams and represent the OHS function in the work winning process and in appropriate external stakeholder forums. They oversee the effective implementation of the Health Check Process in the BU, deliver the internal audit programme and support external audit activity. They provide line management support for their team of Health & Safety Managers and Advisors.
Responsibilities
Delivery Support and Engagement
• Fulfilling the legally defined role of the ‘Competent Person’ or other related role as prescribed in country specific health and safety legislation for their Business Unit(s)
• Ensures appropriate H&S resources are assigned to meet project demands.
• Ensures roles, duties and tasks are allocated to assigned H&S resources to meet project demands.
• Delivers 'hands-on' help, support and assistance to all appropriate internal stakeholders and our supply chain at a Business Unit level.
• Supports and assists internal 'non-H&S' Working Groups and Forums and wider programmes, campaigns and initiatives.
• Supports and assists with Regulatory and Local Authority visits at a Business Unit level.
• Develops and maintains strong networks throughout the business, communicating widely and appropriately, to build a positive H&S culture.
• Manages, coordinates and supports the preparation of the appropriate responses to identified awards, accreditation programmes and reporting frameworks/benchmarks.
• Develops Alerts, Bulletins and other communication content.
• Engages with external bodies and industry/business sector groups aligned to 'H&S Strategy' and business needs.
• Undertakes assigned roles in support of wider business requirements, programmes and initiatives.
• Fulfils responsibilities as identified in the 'H&S Management System'.
Learning and Development
• Reviews ‘H&S training material’ when required.
• Delivers key ‘H&S training material’ to internal, supply chain and external stakeholder audiences and documents appropriately when required.
Programmes, Campaigns and Initiatives
• Identifies the need for H&S programmes, campaigns and initiatives.
• Develops appropriate content for H&S programmes, campaigns and initiatives.
• Delivers content to internal, supply chain and external stakeholder audiences and documents appropriately.
• Acts as a 'torchbearer' and support effective implementation.
Knowledge Management
• Identifies, captures and shares knowledge to improve standards, increase efficiencies and help others to make more informed decisions.
• Assists the Knowledge Management Team in the collation and cascade of content.
• Acts as a medium for connecting people across the business and supply chain for the benefit of sharing knowledge.

• Assists the Work Winning Teams in the preparation of written responses required as part of the work winning process.
• Represents the business in work winning dialogue including presentations, meetings and interviews.
• Identifies, captures and shares best practice and innovation proactively to demonstrate expertise and competence to support work winning.

• Reviews and approves 'Derogation Submissions'.
• Identifies the need for changes to the 'H&S Management System' through interaction and feedback, audit and assurance activity, events, legislative updates and derogations.
• Delivers content to effectively communicate changes to the 'H&S Management System' to internal, supply chain and external stakeholder audiences and documents appropriately.
• Ensures the “New and Expectant Mothers” process is effectively applied.
• Ensures the “DSE Management” process is effectively applied.
• Ensures the “Office Health, Safety & Welfare” process is effectively applied.
• Ensures the “Intoxicants at Work” process is effectively applied.
• Acts as a 'torchbearer' for the 'H&S Management System'.
Event Management
• Ensures all events are reported, correctly classified, triaged and a Lead Investigator is appointed in accordance with 'H&S Management System' requirements.
• Ensures all those in the business who require notification are contacted within the required timeframe.
• Arranges appropriate 'Management Team Reviews' in accordance with 'H&S Management System' requirements.
• Undertakes a 'Level 1 Investigation Review' ensuring the investigation is complete and captures all direct, indirect and root causes.
• Engages with the Insurance Team (where appropriate) in accordance with 'H&S Management System' requirements.
• Ensures the investigation process is delivered in accordance with agreed timescales within the 'H&S Management System' requirements.
• Ensures investigation actions are identified, agreed and assigned to appropriate owners and follows through to successful 'close out'.
• Analyses and identifies best practice, improvement and lessons learned opportunities to prevent recurrence.
Audit and Assurance
• Ensures a 'Health Check' is completed on all Business Unit projects monthly and on all assigned offices quarterly.
• Delivers immediate support to address key issues and actions identified in the 'Health Check'.
• Reviews and validates completed ‘Health Checks’ providing feedback, support and advice.
• Develops the 'Internal H&S Audit Schedule' annually with the Business Unit Managing Director.
• Supports the Project and Office Teams in preparation for an 'Internal Audit' in accordance with the 'Internal H&S Audit Schedule'.
• Undertakes an 'Internal Audit' in accordance with the 'Internal H&S Audit Schedule'.
• Supports the Project and Office Teams in preparation for and during 'External Audit'.
• Supports assigned projects and offices to effectively address 'Health Check', ‘Internal Audit’ and ‘External Audit’ findings and follows through to successful 'close out'.
• Develops and delivers appropriate intervention plans to address key issues and specific actions identified in the 'Health Check', ‘Internal Audit’ and ‘External Audit’ process at a Business Unit level.
• Identifies and engages with the relevant team members beyond the H&S team who need to collaborate to resolve key issues and specific actions from the 'Health Check', ‘Internal’ and ‘External Audit’ process.
• Analyses and identifies best practice, improvement and lessons learned opportunities from the 'Health Check', ‘Internal Audit’ and ‘External Audit’ process at a Business Unit level.
• Identifies, captures and shares knowledge sharing opportunities from the 'Health Check', ‘Internal Audit’ and ‘External Audit’ process within a Business Unit for sharing with the wider business.

• Maintains a general awareness of the 'H&S Strategy' and supports its implementation where appropriate.
• Delivers and supports execution of assigned tactical level deliverables within the 'H&S Strategy'.
• Analyses and identifies the opportunities and risks arising from project, sector, client or country specific requirements and identifies any necessary actions
• Develops, delivers, monitors and maintains specific 'Improvement/Action/Leadership Plans' aligned to the 'H&S Strategy' at a Business Unit level.
• Develops, delivers and supports specific 'Contingency/Improvement/Action/Leadership Plans' to address new and emerging opportunities and risks.
• Identifies continuous improvement opportunities to eliminate recurrence, potential or likelihood of risks.
Performing and Reporting
• Analyses, identifies and evaluates best practice, improvement and lessons learned opportunities from performance analysis at a Business Unit level.
• Analyses, identifies and evaluates best practice, improvement and lessons learned opportunities from supply chain performance analysis at a Business Unit level.
• Supports the production of the 'H&S Divisional Report' on a monthly basis. • Prepares and presents relevant regular and ad hoc Client, Sector, Business Unit and Project specific H&S Reports.

Experience
Essential
• Significant experience of leading large teams responsible for health and safety in the built environment.
• Demonstrable experience of creating proactive safety cultures.
Qualifications
Essential:
• NEBOSH National Diploma for H&S Management Professionals (or equivalent).
• Chartered Member IOSH (or equivalent).
• Accident Investigation, Lead Auditor, Temporary Works, Lifting Operations, Fire Safety, Electrical Safety and Work at Height.
